Financing Curbside Recycling in Quebec: Éco Entreprises Québec implements a new ecomodulation measure to the fee structure for producers
Montreal, June 20, 2024 – With the publication of Éco Entreprise Québec’s (ÉEQ) 2024 Schedule of Contributions for producers of containers, packaging and printed matter in yesterday’s issue of the Gazette officielle du Québec, a new ecomodulation measure has come into effect for the fee structure managed by this producer responsibility organization.
Among new measures for 2024, a malus (penalty) amounting to 20% of the rate has been added to producer invoices for containers and packaging made of PVC (polyvinyl chloride, plastic no. 3) and those made of PLA (polylactic acid, found in plastics no. 7) and other degradable plastics.

- The total of sums paid by producers to finance curbside recycling in Quebec should reach approximately $248M for the 2024 Schedule of Contributions.
- The fee structure for producers who market containers, packaging and printed matter is developed each year using a formula that is based on both verifiable studies and data, while also taking environmental criteria into account. Framed by strict regulations, each Schedule of Contributions is submitted to companies for consultation before going through an approval process with government authorities in accordance with the law.
- Following last year’s special financial participation, producers will have to pay a second special financial participation in relation to the quantities reported under the 2024 Schedule of Contributions, payable next October 31.
- Costs incurred by producers are likely to increase significantly within the next two years as the two systems overlap. Retroactive contributions to the Compensation Plan will end in 2026, while real-time costs needed for the modernized curbside recycling system – under the extended producer responsibility (EPR) – have been applied since January 2024.

- The yearly reporting period lasts sixty (60) days. Targeted companies have until next August 19 to submit their report through ÉEQ’s portal regarding the containers, packaging and printed matter they have marketed in Quebec in 2023.
