A New Materials Recycling Sorting Centre to Be Builtfor the Eastern Townships in 2028

Éco Entreprises Québec Launches a Call for Proposals

Montreal, October 30, 2024 – Éco Entreprises Québec (ÉEQ) launches a call for proposals for the design, construction and operation of a new sorting centre serving the Eastern Townships region.

The opening of this new infrastructure is scheduled for January 2028. It will have to meet the region’s needs and put into practice the best industry standards to ensure the continuous quality of the sorting of recovered materials.

The expected opening of a new sorting centre in the Eastern Townships will meet the challenges posed by the necessary expansion of sorting capacity to support Éco Entreprises Québec’s initiative. It will also contribute to the achievement of the ambitious objectives that Quebec has set for itself.

To ensure the continuity of the sorting of recovered materials until the opening of this future sorting centre, Éco Entreprises Québec will soon sign contractual agreements with sorting centres in the region. Announcements will be made soon on this subject.

Highlights

  • To carry out this mandate, Éco Entreprises Québec has retained the services of GCM Enviro Synergies to support it in the call for proposals.
  • Companies must indicate their interest in submitting a proposal by sending an email to this address: procurement@gcmenvirosynergies.com. Following their expression of interest, GCM Enviro Synergies will send them the documents required by the Procore platform.
  • A question period will be scheduled and bidders must submit their proposals by April 1, 2025, at 4 p.m.
  • Bidding companies will have to demonstrate that they own or are long-term lessees of land in the Eastern Townships region – or bordering it – with zoning authorizing this type of use. They will also have to demonstrate their ability to finance, build and operate such a sorting centre as well as their expertise in the field.
  • Éco Entreprises Québec intends to build a lasting partnership that reflects its increased obligations under Extended Producer Responsibility (EPR).
  • Éco Entreprises Québec is doing everything possible to enable Quebecers to recover more and better, to ensure a second life for recyclable materials and to contribute to the circular economy throughout the province. Under EPR, companies that market containers, packaging and printed paper in Quebec are responsible for managing them at the end of their life through Éco Entreprises Québec and for financing the full cost of curbside recycling in Québec.
  • In this regard, it should be remembered that, in order to finance curbside recycling, a bonus is granted to companies whose packaging is recyclable, while those whose product is over-packaged or whose packaging is only slightly or not recyclable at all must pay a penalty (or malus) in addition to the rate set each year.
