“Solutions That Matter” was a unique forum for consolidating durable partnerships in the curbside recycling industry. In fact, many participants said the forum was dynamic and highly motivating. To get an idea of the forward-looking atmosphere participants experienced, view the 4 capsules on the day’s events later in this newsletter. I would also like to express our appreciation for the warm welcome extended by municipal representatives who participated in the regional workshops organized as part of the Best Practices Initiative for Effective Curbside Recycling. They were so pleased with meeting outcomes that the same regions asked ÉEQ to return to help maintain this discussion platform and work together on optimizing curbside recycling services.

THE 2015 SCHEDULE OF CONTRIBUTIONS IS EXPECTED TO COME INTO EFFECT ONLY IN THE FALL

The Regulation adopted in 2013 stipulated a 7.5% deduction in the total compensation paid to municipalities in order to take non-designated materials into account for 2013 and 2014 Schedules of Contributions. Another study to update figures on the proportion of orphan materials placed in recycling boxes needs to be carried out in preparation for 2015 and subsequent Schedules, thus pushing back the date the 2015 Schedule will take effect. An amendment to the Regulation is required to set out the share of financing to be assumed by companies. ÉEQ will closely monitor the situation and its effects on Schedule development as the issue wends its way through government processes. Available information indicates that we will likely submit the draft Schedule to companies for consultation in the summer. Companies should therefore be ready to submit their Company Report in the fall.

NEW ALLIANCE IN THE CURBSIDE RECYCLING INDUSTRY

ÉEQ commends Tricentris and Soleno Recyclage, two stars in Quebec’s plastics sorting, recycling and conditioning industry, for establishing a three-year association that will help the entire materials recovery system move forward. Announced on February 10 before an audience of partners and the media, the agreement consists in Tricentris delivering to Soleno over 7,000 tonnes of quality high-density polyethylene (#2 plastic, such as detergent and milk containers) collected via curbside recycling. The agreement is expected to boost Tricentris sales by more than $4 million and will allow Soleno to integrate the materials from 72,000,000 recycled containers in product manufacturing.

     
   
 

CONFERENCE ON ECONOMIC MODELLING IN CURBSIDE RECYCLING: COME AND SEE US ON MARCH 17, 2015, AT THE AMERICANA EXHIBITION

In order to adopt an economic approach to curbside recycling and provide data for setting fees charged to companies that finance the system, ÉEQ got together with RECYC-QUÉBEC to develop an activity-based costing (ABC) model unique in North America, the results of which are now providing inspiration to our European counterparts.  “Operational and Economic Modelling in Recyclable Materials Management” is the topic ÉEQ’s Jean-Luc Plante and RCGT’s Ghyslain Cadieux plan to discuss at 3:30 p.m. on March 17, 2015, during North America’s biggest multi-sector exhibition. OPTIMECO.CA SHINES A LIGHT ON SUCCESSES! COSTCO: RECYCLABLE OLIVE CONTAINER, WITH AN INTEGRATED HANDLE

Costco developed optimization guidelines its buyers must follow in order to cooperate with its suppliers in lightening the environmental footprint of packaging that protects products. One example is the redesigned container for Unico’s Manzanilla olives, which is now made of PET plastic.
